STATEMENT to FCCA Meeting
Friends of St. Patrick’s Episcopal Day School/ St Patrick’s Day School

On April 20, 2004 the Friends of St. Patrick’s Episcopal Day School announced that we were the winning bidder for the 17-acre Casey Mansion Foundation property at 1801 Foxhall Road. At that time, the Friends of St. Patrick’s stated that we would spend considerable time understanding neighbors’ interests in developing our plans for this unique property, and would share that work with our community and with the neighborhood. After a year of assessing the property, working and planning with highly regarded consultants and experts, the Friends of St. Patrick’s presented an initial conceptual plan to the D.C. Office of Planning. Directly following this meeting, the Friends of St. Patrick’s and the St. Patrick’s Day School (School) began contacting Colony Hill neighbors and members of ANC3D to share this conceptual plan. From inception, we have considered neighborhood and local community leaders among our top priorities with respect to communications.

During the summer and fall of 2005, the Friends of St. Patrick’s/School facilitated one-on-one direct communications, tours of the property, and multiple meetings which allowed for direct contact with our consultants and experts. In the early fall of 2005, we launched a website, www.1801foxhall.com, specifically designed for the community, to be completely transparent in the sharing of information and plans. At the same time, the Friends of St. Patrick’s and the School worked side-by-side with designated Colony Hill participants in creating three committees in order to address concerns and to reach agreement. At an October 17, 2005 meeting, Colony Hill stated that they supported the concept of a secondary school on the site, together with some residential development – and wanted to support our efforts to achieve our goals through the process with the ANC and ultimately with the BZA. Although we did not reach consensus with CHNA at that time we believe the process was worthwhile, and we sincerely thank those who participated.

Also during this time period, representatives of the Friends of St. Patrick’s and the Day School attended several Foxhall Citizens Community Association (FCCA) meetings. We presented our case, responded to questions, and we believed that the Association had finished their review of our plans. Following these meeting and exchanges, had we been contacted by the FCCA requesting additional information, we would have been more than happy to arrange a process for providing that information.

On February 16, ANC3D voted to approve the Friends of St. Patrick’s plans for the 1801 Foxhall site. Our initial BZA hearing took place on February 28, 2006.

Following the initial BZA hearing, the Friends of St. Patrick’s and the Day School met with community members from Colony Hill and FCCA to listen and discuss their collective ideas and requests related to Foxhall Road traffic and school operations. This session was productive.

We informed the parties that we heard many ideas that we could work with and possibly incorporate into our plans. We asked them to coordinate with the Colony Hill Neighborhood Association (CHNA) on these related issues and return to the table with the blessing of the CHNA so that we could ensure a holistic resolution to the traffic and school operations issues. This request is still pending. As soon as the neighborhoods are ready to meet we will proceed.

The Friends of St. Patrick’s and the School want to emphasize that we remain committed to our original goal of sharing our plans, communicating with the neighborhood, and resolving our differences amicably whenever possible. We look forward to renewing our discussions with your representatives at the earliest opportunity.

Friends of St. Patrick’s Episcopal Day School LLC (“FOSP”) is a private, limited liability corporation which was formed to purchase the property at 1801 Foxhall Road, N.W. in order to donate it to the Vestry of St. Patrick’s Episcopal Parish (“Parish”) for the purpose of building a middle school/high school campus for St. Patrick’s Episcopal Day School (“School”).  FOSP has donated approximately one-half of the property to the Parish and intends to sell the remainder to a for-profit developer for the construction of a residential development.  Neither the Parish nor the School are members of the FOSP and neither have any control, direct or indirect, over the FOSP or the construction of the residential development.
